If the problem still persists, go to your Steam folder, then delete everything except Steam.exe and folder Steamapps. Then run Steam.exe. Now if the game doesn't run, try this : press Windows key + R, type regedit. Delete HKEY_CURRENT_USER\Software\Valve and] HKEY_LOCAL_MACHINE\SOFTWARE\Valve.
